Sale of Crow Leases by private treaty in undeveloped parts of New Territories.
I agree that the authority contained in Lord Crete's despatch No. 14 of 22nd January 1909 and my savingram No. 910 of 9th September 1948 regarding the sale by private treaty of Crown Leases in undeveloped parts of the New Territories may be deemed to cover cases in which either no premium or a nominal or reduced premium is charged provided that in each case you are convinced that such a concession is desirable.
3. I approve the grant made to the Lam Tsuen School Committee for the purpose of erecting a school at Pong Ha Po.
